Project Overview
The TTC’s Easier Access Program is making subway stations accessible. The TTC is conducting work at Greenwood Station to make it accessible. Elevators are scheduled to be in service in Q1 2026*.
*Pending weather, possible third-party union strikes and unforeseen site conditions and events.
This work will include a barrier-free path from the main entrance to all levels of the station including installation of:
- Two elevators to access eastbound and westbound platforms
- Automatic sliding station entry doors
- Improved signage
- CCTV – Security cameras along the accessible pathway
- Public art installation as a part of the TTC Public Art Program

What work will be done at Old Mill Station?
As part of the Easier Access Program, TTC provides upgrades to stations to include accessible features and equipment such as elevators and all associated electrical and mechanical modifications, updated signage, and wayfinding in accordance with the Accessibility for Ontarians with Disabilities Act (AODA)
This work will include:

Installing two elevators to provide a barrier-free pathway from the street level to the eastbound and westbound platforms

Improving signage throughout the station

Repairing finishes and installing tactile attention tiles

Installing CCTV security cameras along the accessible pathway
How long will the project last?
Subject to unforeseen conditions, the project is estimated to last approximately 4 years. The elevators are scheduled to be in service in 2028.
Why does it take TTC several years to retrofit a station with elevators?
This work is done in stages so that Old Mill Station remains open to the public.
Retrofitting a station with multiple elevators requires station power upgrades. Similarly, TTC must coordinate with third parties to accommodate construction and allow for multiple-story elevator shaft construction, considering the restricted space for construction access and activities. Please refer to the cross-section image on the website.
How will traffic and pedestrian safety be managed?
Traffic signs will be installed in accordance with applicable by-laws and standards. In addition, the contractor will install several additional signs to slow down traffic. To increase safety, hoarding, and pylons will be placed to delineate traffic from pedestrians, and several flag persons will be onsite during working hours. Police officers will be on duty as required.
What measures will be taken to control noise, dust, and vibration onsite?
Noise, dust, and vibration associated with construction can be expected while the upgrade is under construction. Efforts are made to keep noise levels to a minimum. The plan is to install vibration monitoring devices in buildings and areas closest to the construction site to monitor construction vibration. Dust mesh will be installed on the hoarding. Generators will be used during working hours to assist with various construction activities. During cold weather, heaters will operate to maintain a controlled temperature inside the elevator pits or excavated areas when required by site activities. The construction at Old Mill Station follows standard City protocol and by-laws.
Will trees adjacent to the Station be removed?
TTC strives to balance necessary development with environmental responsibility and the well-being of the community. Trees in the construction area were removed in order to build the underground elevator structures and shafts. The trees cannot be replaced in this location due to close proximity to the underground structures. TTC will compensate City Urban Forestry per their requirements. The number of trees removed is the minimum possible amount required to undertake the construction work safely. Landscaping in the area of construction will be restored after the project's completion.
What are the hours of work for this project?
Majority of the work will take place between 7 a.m. and 7 p.m., Monday through Friday, and if required after 9 a.m. on Saturday, in accordance with the City of Toronto by-laws. As permitted, some overnight work will be necessary during this project.
What are the parking implications?
Visitor parking spots at 2662 Bloor Street West are within the construction zone and will not be available throughout construction. However, parking spots outside the construction zone will be available. Access to the underground parking garages at 39 Old Mill Road and 2662 Bloor Street West will be maintained throughout construction.
Will access to Old Mill Station be maintained throughout construction?
Access to Old Mill Station will be maintained for customers throughout construction.
Will there be any road closures during construction?
The sidewalk within the construction area adjacent to 2662 Bloor Street West is closed. The pedestrian pathway from 39 Old Mill Road leading to Old Mill Station will remain open. Construction vehicles will access the Old Mill Easier Access construction site from Old Mill Trail and Bloor Street West via the Breezeway.
What consultation took place prior to construction?
The TTC consulted with adjacent properties through the pre-construction stage of the project. A pre-construction community open house event was organized on November 21, 2024. A PowerPoint presentation is available on the project’s website. A construction notice was sent via email and hand-delivered in February for the work that began in March.
