We are preparing our 2027 Annual Network Plan

The Annual Network Plan (ANP) is the TTC’s yearly plan that provides a roadmap for routing and service changes for the coming year. Each year, the ANP outlines changes to routes, including new and updated routes, to make service more efficient. These changes are informed by feedback from our customers, TTC front-line staff, and the communities we serve.

The ANP focuses on enhancing connections across the transit network and making the system more attractive to all customers including the three key priority groups (women, shift workers, and lower income customers) in the coming year. To better understand the perspectives of our customers, we are holding various consultation activities over the course of this summer and fall. Your feedback will help inform improvements to our service and routing change proposals.

The main focus areas for the 2027 ANP are:

1. Express Bus Network
2. Routing changes
3. Construction-related changes

Background

Each year, the TTC develops an Annual Network Plan aligned with the direction set by the TTC Corporate Plan and guided by the 25-point action plan in the 5-Year Service and Customer Experience Action Plan, which identifies the service, resource, and funding needs to improve transit between 2024 and 2028.

In addition to the 5-Year Service and Customer Experience Action Plan, the Annual Network Plan is informed by technical analysis, operational insights, and customer experience and equity considerations. It is further shaped and refined through consultation with customers, the Planning Advisory Group, priority groups (including women, people with low income, and shift workers), youth, and the general public.

Other parallel TTC initiatives

The TTC is also working on several parallel initiatives: Service Standards Review, RapidTO: Surface Transit Network Plan and Scarborough Busway (Line 3 Bus Replacement). While the TTC is sharing ongoing findings across teams to stay coordinated and aligned, these initiatives are separate from the 2027 ANP.

Engagement process

Between August and November 2026, the TTC is engaging customers, the Planning Advisory Group, and the broader public to help inform the 2027 Annual Network Plan. As the engagement process unfolds, we will post engagement links and summaries on this page.

The engagement approach follows a two-round process.

Round One

August – September 2026

Round One focuses on sharing and seeking feedback on:

• Draft proposed improvements to the Express Bus Network through adjustments to improve travel times
• Draft proposed improvements to various routes across the city

Engagement will include:

• Planning Advisory Group meeting, participants include transit advocates, community groups, and organizations with an interest in TTC service planning
• In-person pop-ups at key locations relevant to the proposals
• Public survey available online, by request in the mail, and supported by a dedicated phone line
• Youth Ambassador-led engagement

Round Two

November 2026

Round Two focuses on sharing and seeking feedback on:

• Final proposed changes to the Express Bus Network
• Refined service proposals introduced in Round One
• Proposed construction-related changes

Engagement will include:

• Planning Advisory Group meeting
• Customer focus groups, including women, customers with low-income, and shift workers
• In-person pop-ups
• Public survey
