TTC Special Constables

The Special Constable Recruitment and Selection System is a multi-stage, competitive process.

Entrance Examination

Upon receiving your online application and satisfactory proof of your successful completion of the ATS Pre-Interview testing, you may be invited to attend a TTC Special Constable entrance examination session. This is a pen and paper examination designed to test your knowledge of various municipal, provincial and federal statutes, law enforcement and security principles, and report writing skills.

Panel Interview

Upon successful completion of the ATS Pre-Interview testing and the TTC Special Constable entrance examination, you may be invited to attend a panel interview. As part of the selection process, you will need to produce an original Police Clearance Letter. Should you be selected to attend for a Panel Interview, you will be required to produce this document to the interview panel prior to your interview starting. You will also be required to produce your original, valid TTC Special Constable Test Results Profile, or a valid Special Constable Test Results Profile or a valid O.A.C.P. Certificate of Results. Should you be unable to produce any of these documents at that time, you may be disqualified from further advancement in the selection process.

Your Clearance Letter must be dated within the last 12 months. A Clearance Letter is a formal document produced on secure paper indicating that you have no criminal convictions in the National Repository of Criminal Records maintained by the RCMP. You can obtain a police clearance letter at various locations depending upon your area of residence (see section below).

During the panel interview you will be required to demonstrate that you have the competencies required to be a TTC Special Constable. These competencies are:
  • Analytical Thinking
  • Self-confidence
  • Law Enforcement Principals
  • Communication
  • Flexibility/Valuing Diversity
  • Self-Control
  • Relationship Building
  • Achievement Orientation

Once all interviews have been completed, the selection panel will review the results. The selection panel then determines the candidates that will advance to the next stage of the recruitment process. A thorough background investigation, which includes both security and reference checks, will be conducted on candidates selected to proceed beyond the interview stage..

Background Investigation

Candidates moving forward will be contacted and will be required to complete the forms necessary for a thorough background investigation (includes a criminal records search as well as credit and employment reference checks). At this stage you will be required to sign a “Waiver for the Collection of Personal Information” form. Until this document is signed, your application will not advance through the remainder of the process. The Toronto Police Personal History Form is the tool by which personal information about an applicant is collected. Candidates will be required to meet with an Applicant Administrator to complete a Toronto Police Service Preliminary Background Questionnaire.

Psychological Assessment

Candidates moving forward from the Background Investigation stage will be required to complete a psychological profile and will be required to attend an interview with a psychologist.

Offer of Employment and Medical

The file of each candidate who has successfully completed all stages of the process is subject to an in-depth final review. Selected candidates will be given a conditional offer of employment. Candidates who accept this conditional offer will undergo a medical evaluation by the Toronto Transit Commission medical provider.
