We are preparing our 2026 Annual Network Plan

The 2026 Annual Network Plan (ANP) provides a roadmap for service changes for the coming year, including recommendations for new and revised routes based on input and engagement with TTC customers, front-line staff, and the community.

The 2026 ANP focuses on enhancing connections across the transit network and making the system more attractive to all customers including the three key priority groups (women, shift workers, and lower income customers) in the coming years.

The main focus areas for the 2026 ANP are:

  1. Service routing improvements across the city, including:
    • North-west Etobicoke & Downsview
    • Yorkville & Rosedale
    • Scarborough
    • Lawrence West Corridor
  2. Express Bus Network review
  3. Construction-related service adjustments

Annual Network Plan background

Each year, the TTC develops an Annual Network Plan based on the 25-point action plan in the 5-Year Service and Customer Experience Action Plan, which identifies service, resource, and funding needs to improve transit service and customer experience between 2024 and 2028.

The Annual Network Plan is informed and refined through public and Planning Advisory Group engagement. It is also informed by equity considerations, and technical analysis and operational insights.

Parallel TTC initiatives

There are parallel initiatives that the TTC are taking into consideration but are not the focus of the 2026 ANP. These include: RapidTO: Surface Transit Network Plan and FIFA World Cup 2026 Toronto.

Engagement process

From July to August 2025, the TTC is engaging customers and the Planning Advisory Group to help inform the 2026 Annual Network Plan. As the engagement process unfolds, we will post presentations, summaries, and other relevant links to this page.

The engagement is following a two-round process.

Round One: July 2025. Seek feedback on draft service proposals. Round Two: August 2025. Seek feedback on final service proposals, proposed Express bus Network changes, and proposed construction-related service adjustments.

Round One: July 2025

Round One focuses on sharing and seeking feedback on draft proposed routing changes across the city.

Round One engagement includes Planning Advisory Group meetings (participants include city-wide and area-specific organizations with an interest in transit planning in Toronto), a survey (available online, by request in the mail, and supported by a dedicated phone line), and in-person pop ups.

Round Two: August 2025

Round Two focuses on sharing and seeking feedback on:

  • Final proposed service routing improvements across the city
  • Proposed Express Bus Network changes
  • Proposed construction-related service adjustments

Round Two engagement includes Planning Advisory Group meetings, focus groups with key customer audiences (organized through the TTC’s Customer Panel), a survey, in-person pop-ups, and Youth Ambassador-led engagement.
